Similar to Norway, several European countries are in the process of establishing broadband emergency communication networks.
The building blocks of these network solutions are largely consistent worldwide. It is common for a government agency, directorate, or state-owned company to have overall responsibility for the services and for the performance of tasks to be divided between actors in the value chain through contracts.
The level of ambition and financing may vary from country to country, but many aspects remain similar. For example, high standards for security and resilience are commonly required. In most countries, responsibility is shared between commercial providers and the state. Most countries purchase coverage from one or more commercial mobile networks, including those that also build their own coverage. Dedicated coverage requires spectrum resources, and in the few countries that have allocated their own spectrum, the available spectrum is not sufficient for all services.
